Bump minimum macOS to 10.13 - #32061

cibuildwheel is now warning on _all_ Python versions that it is bumping the deployment target, as Python 3.12 requires 10.13 [1]. Since we dropped Python 3.11, we can at least bump the deployment target to match. [1] https://cibuildwheel.pypa.io/en/stable/platforms/#macos-version-compatibility

For reference, 10.13 was released in 2017 and get its last security update in 2020. |
