This PR renames the Spanner `execute_sql_dql` tool to
`execute_sql_readonly` and updates its description to explicitly guide
the model on when to use it.

**Changes made:**
* Renamed `execute_sql_dql` to `execute_sql_readonly` across the Spanner
source code, YAML configurations, and tests.
* Updated the tool description to exactly: `"Use this for
information_schema table queries as well as any other read only
queries."`

## Motivation
As discussed in the issue, Spanner requires a read-only transaction to
successfully execute queries against the `INFORMATION_SCHEMA`. Instead
of implementing automatic SQL parsing under a single tool, this change
aligns `mcp-toolbox` with the official Google Cloud MCP server for
Spanner by providing a clearly named read-only tool.
