I've logged a support ticket for this, but haven't received any response, so logging here as well in the hope that someone will see.
Context
Problem
From the docs, this should be straight forward, but it appears to be bugged and impossible to activate at the moment.
The option to "Allow members without a Copilot license to use Copilot code review in github.com" is currently greyed out, as per the screenshot below:
I've checked, and since GitHub's pricing model change, there is no such setting as "Premium request paid usage" setting.

My hypothesis (for what it's worth)
My guess is that since the billing model changed from premium requests to credits, the UI link got broken when the setting changed and therefore isn't properly toggling between being greyed or ungreyed when AI credit paid usage is toggled on or off.
The evidence for this is that another option which also used to be dependent on the old Paid Premium Request setting was toggled on before the pricing change, and can now no longer be toggled off:
